The 2004 Excelsior
Sesquicentennial Banner was compiled by Mark
Kelly. - The
Excelsior Sesquicentennial Banner, all elements compiled
by Mark Kelly, is a 31-star flag reminiscent of the 1851
flag of the United States of America. The “Excelsior”
labeling is drawn from the original 1853 plat map of the
village of Excelsior. The steamboat illustrated is the
“Belle of Minnetonka,: which held some 1500 passengers,
circa 1883.

1906 and 1907 streetcar timetables and maps, as well as
maps which help place the history of the area in a

Kelly, Attorney at Law Scope of Practice: As a general
practitioner with over twenty years experience, Mr.
Kelly’s law practice encompasses business transactions,
family law, real estate, contract law, criminal law,
litigation issues, construction and landlord-tenant
issues, estates, estate planning, trusts and wills. Mr.
Kelly has particular experience in municipal law having
been a city attorney since 1983. Mr. Kelly has
represented the City of Greenwood since 1995, and has
been a prosecutor for various municipalities for over
twenty years. Firm History: Established in 1948 by
William F. Kelly, Kelly Law Offices has been located at
351 Second Street since 1957. The practice represented
the City of Shorewood from 1956 to 1980; the Minnetonka
Public School District from 1969 to 1995 and various
other municipalities from time to time. The firm was
instrumental in the provision of sewer in the city of
Shorewood and the creation of Freeman Park in Shorewood.
Personal Background: Mark W. Kelly was admitted to the
bar in 1981 having attended Hamline University School of
Law and Lawrence University in Appleton, Wisconsin. Mr.
Kelly has been President of the Excelsior Chamber of
Commerce; a member of the Hennepin County Personnel
Board; a 16 year member of Rotary; and President of the
Lake Minnetonka Excelsior Rotary Club. Mr. Kelly oversaw
the 4th of July celebration from 1986 to 1995 and was
instrumental in expanding the fireworks display,
entertainment and food offerings. Most recently, Mr.
Kelly designed and secured the funding and approval for
placement of sesquicentennial banners along Water
Street, Excelsior’s historic main street. Mr. Kelly
